pm31 issues

pm31 locked twice this morning in quick succession. A kernel upgrade has been performed in the hope this will lower the chance for future lockups.

It seems the new kernel introduced a new problem, quota engine goes away from time to time. We will see if a new kernel upgrade will solve this issue too.
